Oulu creates and maintains actively international relations.
The purpose of the internationalisation is to pursue
activities that will promote the achievement of the city's
strategic objectives and to develop the city where
internationalisation and multiculturalism can be recognised
as a valuable resource and to strengthen the international
image of the city.
International co-operation is realised through
international city networks, bilateral partnerships and
collaborative projects. Good and versatile contacts to
European Union institutions and other international
organisations are emphasised.
The city is becoming a more international place even
without reaching out over any frontiers, simply because of
its population and the many cultures represented within it.
Oulu wants to offer good living environment and services to
all citizens and visitors regardless the nationality.
